City that turns into a garbage dump Ever since this local body came into being, corruption has increased. The councilors mainly illiterate do not have the basic knowledge of dealing with public grievances. They are busy in sanctioning big contracts to their favorites. Srinagar city has been turned into a garbage dump , thanks to ill planning and mismanagement of the Srinagar Municipal Corporation as heaps of garbage are littered along the main roads and streets. The big garbage mounds near the vintage points of the city present a picture of inefficiency and inept attitude of the authorities. The garbage mounds can be seen on the Residency Road, Jawahar Nagar, Bemina, Batamaloo, Parray Pora, Lal Bazaar and other places. Now these dumps are turning into serious health hazards. Haji Bashir Ahmed, President Municipal Employees Union says, “The main cause of inaction is the infighting between the officials and the councilors of the corporation”. “Ever since this local body came into being, corruption has increased. The councilors mainly illiterate do not have the basic knowledge of dealing with public grievances. They are busy in sanctioning big contracts to their favorites”, he adds. Another reason that Bashir points out about the garbage problem is the lack of manpower in the municipal corporation. “The city of 34 wards produces 350 metric tones of garbage every day to clear which there are only 1800 sweepers on the roll” adding that 600 posts of lower staff, besides152 posts of sanitary inspectors, supervisors and ward officers are lying vacant in the corporation and the higher ups are in no mood to fill them. While citing an example he says, “As far as the ruling of Supreme court is concerned an area of 5 kms should at least have 5 sweepers to deliver their duties and here in Bemina ward which is scattered on 6 kilometers only 3 workers are there to perform perform according to public expectations”. Interestingly, 6 wards of SMC including Humhama, Jawahar Nagar, Pantha Chowk, Nowshera and other two wards are without ward officer due to which sanitary work of the areas suffers. “Aware of the fact that they are not answerable to anybody the members of the lower staff usually remain absent from their duties thus helping the garbage heaps grow and cause inconvenience”, claim the locals. Reacting to this the Mayor of Srinagar Municipal Corporation says, “These days we have shifted all our sanitary staff including sweepers, supervisors, sanitary inspectors and ward officers to Shiya dominated areas in view of Muharram which has caused temporary deficiency of workers in other parts of the city ”. While making a fervent appeal to the masses, he says, “Those who have municipal garbage bins in their areas should utilize them instead of dumping garbage into open plots”. -The Report is prepared by PBI |
