Positive Suggestions I am a regular reader of J&K Reporter. Its contents have always been appreciable, but the Editorial of January issue can genuinely be termed as master piece. Instead of making critical comments, which is the general trend among journalists you have come out with some positive suggestions for the new Chief Minister. If young Abdullah takes due cognisance of these suggestions doubtless to say he can succeed in realizing his dream of creating history as a good ruler. BSP SINGH, DGM (J&K CIRCLE) Remarkable Description As a Lecturer of political Science I like to read your Magazine, J&K Reporter for its rich political content on regular basis. In the January issue also the article titled NC-Congress Coalition Dangerous Diminutions could be genuinely termed as an eye opener for those who think that the NC-Congress dispensation is a natural combination. The fact of the matter is that being moderates the two parties like poles repelling each other cannot feel comfortable as bed fellows. The writer has made a remarkable description of PDP, Panthers Party and BJP by calling them as pouches of gun powder that can catch fire at the slightest sparking. The suggestion of the writer that while going for a coalition the Congress party should have taken care of this aspect and roped in PDP instead of NC for the formation of the government. Even NC- BJP coalition could have been a smooth affair. SANJEEV MANGOTRA, LECTURER, MAM COLLEGE, JAMMU Wake-up Call for JKPSC The Jammu and Kashmir Public Service Commission has done it again. It has left a sharp sword of uncertainty hanging over the aspirants head. The idea of extending the date for submission of combined services examination forms by more than a month might be a job well done for JKPSC but aspirants have nothing to gain from it. The reason given by the Public Service Commission for doing so as the newspapers say was the overwhelming response by the youth of Jammu and Kashmir. Union Public Service Commission too holds exam annually and that too has a fixed calendar for doing so. They too get hundreds of thousands application but they never extend the date for this. The state commission has a lot to learn from the central commission. The last state civil service exam was finished in three long years wasting precious years of many. This time too same steps are being followed. Extending the date has a wider ramification. It has a positive as well as a negative face. Positive as it will give more time to aspirants for preparations as exams too will get delayed. Maybe those who had not yet touched the books will get some time to do so. And yes as the commission claims that aspirants will get enough time to fill up the forms. I wonder as those people who could not do that in a month can do it this time. It has a negative effect also for the aspirants as many had left jobs to prepare for the exam or had requested for a leave from their employers. What will they do now as the schedule is shattered? This is not all as it has a psychological aspect too. I am no psychologist but just an aspirant. Aspirants get discouraged by the slackness shown by the commission. Already the commission has a bad reputation of delaying and post phoning things. Now a new feather in their cap has been added. This time the commission had claimed a lot more than what they actually are doing. Even an advance notice was issued some months back. I guess those people who need two months to fill a form didn’t see that. Or maybe they were not interested then and not even now. The whole purpose of giving advance notice has been washed away by a huge tide of delaying the submission of forms. Civil service exam is an exam of patience and given a vast amount of syllabus needs time to prepare and many aspirants were preparing for a long time now as the previous exam was held three years back. Many coaching classes were also organised in the previous years even the highest learning seat, University of Kashmir too held one. This announcement by the JKPSC surely would have dampened their spirit. While the Union Public Service commission takes a year to complete civil service exam for the whole country our state commission can’t even stick to the dates. These traits show how serious are they. Not challenging the wisdom of the members of the State Public Service Commission but if they had to extend the date they should have extended it by a week and not by a month and four days. They should have opened more facilitation centres for the aspirants. A long queue of aspirants is seen outside the office of commission here in Srinagar. They could have simplified the process by opening more counters. But no they believe in extending the dates! Lots of articles have been written and enough electronic news disseminated making the people aware of this exam. Even Jammu and Kashmir Police and many other government departments have come forward with their orientation programs. There is no harm in organizing an awareness camp. Such activities are needed. Here they discuss how to crack this exam. This is a humble suggestion to all those who are organizing these activities. Please continue to do so. And in addition of the tricks to crack this exam they should even counsel the aspirants about the working of the Jammu and Kashmir Public Service Commission. They should tell them that how lazy and non serious this commission is. The commission in fact is giving aspirants a firsthand experience as how public offices work. I thought that new government has taken over and they will prove better. But our young chief minister I guess does not see this going on. Jammu and Kashmir Public Service Commission should mend its way of working and create a working atmosphere where time is valued. And they should not wait for the students studying in schools to complete their education so as be eligible to apply for combined services exam. Dates should be strictly adhered to and a proper schedule of the exam must be put forward in advance so that there will be no need to extend dates in future. JKPSC wake up.
